The objective of this research is to highlight the incidence of social movements in public policies, in consideration anmed violence in the Buenaventura District which constituted an emerging public problem that required immediate intervention by the Colombian State through public policies, dueto the humanitarian crisis that took place between 2000 and 2013, which was characterized by disappearances, dismemberments and forced displacements. In this case, the social movements intended to make their demands visible and to influence political scenarios, specially the Governments decisions and the formation of its agenda, to achieve attention and s9lution to their demands. Thus, because of its strength, power, characterization and organization, the social actors were a ble to influence said scenarios through a social vertical accountability process, where they positioned their problematic situation as a tapie on the Govemment's agenda and managed to influence political decisions, obtaining favorable results in the design and formulation of public policy specified in the Agreement OS of May 29th, 2016, the Citizen Safety and Coexistence Comprehensive Plan for the Buenaventura District.
