- The mentality of Colombian political and business elites is reconstructed and interpreted with regard to educational quality and education inequity, scientific development and the role that elites give the national State in relation to these matters between 1991 and 2013. The research is based on the concept of mentality of the New History and is complemented by neurosciences and social psychology; the elites are analyzed from the elitist classical theory. The debates on education and science recorded in the minutes of the National Constituent Assembly and plenary sessions of the Senate of the Republic from 1992 to 2012 are studied, and the minutes of the Board of Directors of the ANDI were also studied between 1980 and 2013. Findings: elites' interest in freedom as a fundamental value, conflict between the National State and local Autonomy. Others a) Lack of interest in a national state capable of setting ambitious goals; b) Educational inequality is naturalized e) Science at the end of the twentieth century was not valued although from the beginning of the 21st century science was a little more regarded by entrepreneurs d) COLCIENCIAS has not specific weight for the most influential.
