La propuesta para el diseño de la Oficina de Proyectos y su plan de implementación para ChevyPlan comprende un proceso de investigación teórica con el fin de establecer las bases metodológicas de gestión de proyectos y por otro lado, un proceso
práctico de consecución de información para el diagnóstico de la efectividad de las prácticas de gestión de proyectos, la
administración de portafolio de proyectos y la cultura organizacional. A partir de allí, se construyó la justificación y la propuesta de crear la Oficina de Proyectos en la empresa ChevyPlan S.A. teniendo en cuenta su rol dentro de la estructura organizacional, funciones y roles de los responsables, cronograma de implementación propuesto, organigrama interno, riesgos y presupuesto.

The present work of the Master's degree in Strategic Management of lnformation Technology attached to the School of Business Administration proposes a methodological design for the management of IT projects in the Ministry of lnformation Technologies and Communications - MinTIC, which defines the structuring of a methodology with the best practices for project management, through the adoption of international standards and the guidelines established by the PMI and its guide for adopting PMBOK version 6tha. The document is divided into four chapters: lntroduction of the proposed degree project to be developed; The opportunity where the description of the problem is made, analysis of relevance and the objectives of the proposed degree project; conceptual foundation in the framework of the design of methodologies for the management of IT projects and the proposed development of the proposed methodology.

Plan de mejoramiento para la Oficina de Proyectos (PMO) de la Agencia Nacional del Espectro (ANE)
In this work, an improvement plan is formulated for the Project Office (PMO) of the National Spectrum Agency (ANE), in order to contribute to the full development (maturity) of the PMO and the promotion of better management practices in the Entity. The methodological process was carried out with the application of the following instruments: 5M method (adjusted), the DOFA matrix and the survey of management practices and project effectiveness. With the information gathered, a quantitative and qualitative analysis was carried out, selecting the variables with the lowest scores and highest correlation coefficients, in order to elaborate an evaluation matrix of prioritized variables, including the five (5) groups of processes as established in the PMBOK Guide (2017), through which the maturity level of the Agency's PMO was identified, Based on this, improvement actions were established for the 20 activities of the variables prioritized by project phase, tools and techniques for planning and management, a proposal for a project governance model and the definition of a type of PMO, in this case control, determined according to the improvement opportunities identified.

This research consists of six chapters, in which compliance is given to determine the relationship between the organizational culture and the effectiveness of the project management in the Dirección de Inclusión Productiva of Prosperidad Social. The methodology used is a case study and is descriptive and correlational. At the descriptive level, we sought to get an appreciation for the people in the Dirección de Inclusión Productiva, culture of the scope of the projects and their perception regarding the effectiveness of the project management. On the other hand, the correlation level, we sought to identify cultural variables that had impact on the effectiveness of the project management.
The results that were found in this research were measured and assessed with the ProCultuRem tool, which was designed by Dr. Project management Dora Ariza Aguilera.

Case of applied research, details the methodology for the articulation of information systems in the Subdirectorate for the Communications lndustry of the Ministry of lnformation Technologies, focusing on the procedure for the allocation of the radio spectrum by objective selection.
The Communications lndustry sector requires for its operation and development, among other procedures and services, the Registration of Qualification of Telecommunications Network and Services Providers (PRST) and the granting of radio spectrum use permits to operators of Telecommunications in the country. To meet these requests, the Subdirectorate for the Communications lndustry (SICOM) of the Ministry of lnformation Technology and Communications relies on different technological tools and information systems, responding to them, at different times or those defined in the CPACA. They want to improve response times in the attention and in the relationship with the interest groups among which the providers of telecommunications networks and services (PRST) and citizens of the ICT sector stand out, state entities, among others, for the which is required to renew the information systems that support these procedures.
