This research evaluates the effectiveness of internationalization as a quality condition of an undergraduate academic program in a Colombian education institution. Internationalization, as indicated by the Ministry of National Education (2009), is a process that fosters the cooperation and integration ties of Higher Education Institutions (HEis) with their peers in other parts of the world, in order to achieve a greater presence and international visibility in an increasingly globalized world. In Colombia, the internationalization of higher education is a priority established by the Ministry of National Education in Law 30 of 1992, through which bodies are created that promote and regulate the promotion of education in the international arena. Recently, internationalization was identified as a priority in the Sector Plan 2011-2014, which affects the fact that educational institutions establish this practice within their priorities. The Colombian government, through the Ministry of National Education, has implemented a project to promote internationalization, which consists of three fundamental activities: advising HEis on internationalization strategies, promotion of Colombian higher education abroad and establishment of strategic alliances 8 that strengthen national policies (MEN, 2014). However, since 2013, internationalization was included for the first time in the guidelines for the accreditation of undergraduate programs of the National Accreditation Council - CNA, given the growing influence of this in the field of Higher Education. This is how he was given the importance of evaluating his contribution in high quality academic processes. Taking into account the above, this work was proposed to evaluate the effectiveness of internationalization making use of the CIPP Evaluative Model (Context, Inputs, Processes and Results) proposed by Stufflebeam and Schinkfield (1987). However, by methodology and to delimit the study, this evaluation focused on the dimensions of context, process and results. The work is divided into five parts: the first presents the research problem that exposes the difficulties of the topic and the importance of evaluating it; the second contains the conceptual framework that guides the evaluation; the third exposes the methodological design, including approach and type of research, participants, categories, variables, validity and ethical considerations. The fourth part presents the main findings of the context, process and results evaluations obtained in the process of internationalization of the Academic Program; the fifth exposes the conclusions with their respective recommendations and opportunities for improvement.

El presente estudio buscó establecer la forma cómo. desde la politica publica, se concibe al maestro y su labor; específicamente, identificar la concepción de maestro gestada en el marco de la política de calidad educativa ejecutada por el gobierno del entonces presidente Álvaro Uribe Vélez, particularmente la desarrollada con el programa "Evaluando para mejorar". Para ello, se revisaron los decretos 2277 de 1979 y 1278 de 2002, los cuales, a su vez, constituyen el marco legal que direcciona la labor de los docentes. Asimismo, se tuvo en cuenta la percepción que, sabre el papel de maestro, también tuvieron los mismos maestros, el presidente de FECODE de aquel entonces y la ministra a cargo, Cecilia María Vélez White. Tanto el criterio y la impresión que estos últimos tuvieron, como las disposiciones legales al respecto han permitido entender la concepción de maestro que se tenía en aquel momento; a partir de ello, se pudo evidenciar las dos· posibles formas de comprender la labor docente: por un lado, desde el ámbito de los funcionarios públicos y, por otro, desde lo dispuesto por la ley; sin perder de vista que el quehacer docente debe realizarse sin detrimento de su función como fortalecedor del sector educativo a través de su fornación profesional y la transmisión diligente de sus saberes.

This research describes and analyzes the management performed by Colegio Bosanova IED for the implementation of the National Bilingual Programme (NBP). By means of a descriptive and qualitative research, this study characterizes the management strategies that the school have carried out, through the information contained in institutional documents, questionnaires and interviews. In addition, this research describes the national frame of bilingual policy in order to develop a depth analysis of the Programme management in the school. Finally, this study suggests actions to optimize the implementation of the NBP in Colegio Bosanova IED. This research found that the school has carried out actions from the four management areas (directive, administrative/financial, academic and community) that have made progress in the Programme implementation. Though these actions are related to the strategic management model, it is necessary to foster a deeper knowledge of the NPB aims and lines of action. It is also important to assess and evaluate the Programme implementation in the school, to establish agreements among teachers, students and parents in order to strengthen the participation of the whole community in the policy implementation.

Un Sistema de Autoevaluación y Autorregulación 'SAA' contribuye al fortalecimiento institucional a través de tres elementos: el establecimiento de criterios de calidad acorde al quehacer institucional y requerimientos en la normatividad nacional, un modelo de autoevaluación propio que cuenta con diseño estratégico y participación de la comunidad académica, y un modelo de aseguramiento interno de la calidad que permite la articulación y cumplimiento de acciones y estrategias derivadas de los procesos evaluativos como aporte a la gestión institucional y generación de conocimiento. Por lo anterior, se planteó cono objetivo generar una propuesta de atributos de los elementos de un SAA para una Institución de Educación Superior 'IES', fundamentado en el modelo de evaluación de Stake (2006), bajo el enfoque cualitativo con plan de análisis de corte cuantitativo, es de tipo descriptivo y usó los métodos de revisión documental, análisis de contenido y encuesta. Se evidenció que existe desarticulación de los elementos del SAA de la Institución de Análisis centrándose en la consecución de un fin específico, se realizaron estudios comparativos de estos elementos en otras instituciones y sistemas nacionales e internacionales, lo que permitió generar la propuesta la cual puede ser aplicada a cualquier IES con características similares

The research evaluates the relevance of the teacher training program of the Enseña por Colombia organization, based on the needs and lifestyle of the ECO teachers (Enseño por Colombia) on the Barú Península, a region threatened by social vulnerability As an investigation of relevance, and following the objectives, the evaluation is based on the identification of the training needs of teachers in the rural area where they work; lt characterizes the Enseña por Colombia training program and compares the training received for the teachers regarding their educational needs and practice. lt throws conclusions and recommendations for the improvement of the program in terms of a contextualized teacher training. The research is organized in five chapters: in the first, the problem, the question, the objectives and the justification are introduced; in the second, the theoretical and normative framework is presented; the third exposes the methodological design and, in the fourth, the analysis of the results. Finally, the conclusions and recommendations are formulated in the light of the results.

This work relates to the debate between direct subsidies and territorial development. lt seeks to provide empirical (econometric) evidence to identify the territorial components of wellbeing and to establish how the environment should become a subject of intervention, particularly in the policy as to victims of torced displacement. To reach this objective, this work compares the socio-economic conditions of the people who moved between 2005 and 201 O and their situation three years later; the conditions ofthe displaced population in the host municipalities are also compared with those ofthe voluntary migrant and non-migrant population; and a model is identified to identify the territorial and socio-demographic factors of wellbeing. The results show that certain conditions in the environment have a greater influence than the socio- demographic characteristics of households and that territorial development is essential to reduce the dependence of the displaced population on state aid and thus reduce the tax burden of assistance to the displaced population .

This document reviews the process of Certification of the resources of the General System of Participations for the Drinking Water and Basic Sanitation sector, with the purpose of evaluating if the autonomy of the territorial entities is violated and if its application has contributed to improve the provision of the services of aqueduct, sewage and toilet. Under an analysis of the normativity and jurisprudence, it is found that the Certification process affects, but does not violate the territorial autonomy. On the other hand, for a sample of entities, it is evident that, given the decertification of municipalities and the assumption of competences by the respective departments, the indicators of service provision continue to deteriorate even at a higher rate than that observed in statistically comparable municipalities that were not decertified.

This work analyzes the role of the associative model as an economic development generator in the agricultural sector in Bogotá. Firstly, It starts with a theoretical approach of the associative model and a characterization of agriculture in Bogotá. The above is based on the study of the Master Plan of Supply and Food Security and how this initiative of the Capital District affects or has affected (perception) this sector throughout the study period. Finally, from this inquiry, it can be shown that the dynamics of public policies related to associativity in the agricultural sector have been established as a form of legal business organization, which prevents the development of organizational models and iniciatives based on solidarity, cooperativism, and self-management.

In the present work the historical budget of the Defense and Security Sector and its planning process were revised from a New Public Management Theory perspective. Where the budget is an instrument for the execution of public policies and as a driver of the improvement of management, through the implementation of mechanisms that make spending more efficiently. In addition, the budget injections carried out in the Colombian Defense and Security Sector were through temporary taxes, known as an Extraordinary Resource between 2002 and 2014, as one of the examples of the most important investments made into the Colombian Defense and Security Sector in recent years. Considering the temporary condition of the Extraordinary Resources, which do not guarantee a constant flow of resources over time, could bring difficulties in terms of financial sustainability. Finally, it seeks for patterns in the implementation of the New Public Management paradigm according with international experiences. These patterns will be evaluating with the purpose of identify options to improve the Colombian Defense and Security Sector budget planning, programming and execution; and finally, it does some recommendations to find a sustainable and efficient approach to Defense and Security budget management.

Taking into consideration the important advancements at world level in relation to women's rights to eradicate discrimination and all forms of violence; as well as the different national and international instruments that constitute the normative framework that generates obligations and responsibilities of strict compliance for the Colombian State, it is determined the procedure in which the inclusion and gender equality is taken into account in the coexistence process in the Darío Echandía IED College. This is an implementation of the Women's Public and Gender Equity Policy of Bogota Capital District, specifically as stipulated in the Educational Plan for the Gender Mainstreaming. The analysis is made using two instruments: the lnstitutional Educational Project (PEI) of the selected IED and the Manual of Coexistence. The PEI is the navigational chart of the educational practices and covers areas such as the design and development of the currículum, the governance of the institution, the cultural schemes and the institutional coexistence. The Manual of Coexistence is the instrument in which the rights, obligations and guidelines of behavior in the school environment are established for the students.
