- Descripción
- Colombia is a country that has an abundant offer of hydric resources. However, this offer is conditioned to the climatic characteristics of the territory and diverse ocean-atmospheric phenomenon (El Niño / La Niña). This disparity of conditions comports excess periods or scarcity periods of water. In this case, alternatives are necessaries for supply the needs of the coast zones populations. The desalinisation of marine waters is an alternative for supply a possible hydric deficit. However, in this case is necessary to define and explain the concepts and scopes of this process, from his juridical nature, competencies of the governing entity that regulate them and his concessions. Desalination process may and can cause environmental impacts in coastal areas and so it is necessary to achieve environmentally viable projects, meaning: effective preventive and corrective measures. The main corrective measures to be implemented necessary to avoid or reduce the impact of the plants on the environment, with special emphasis on brine discharge.
