- The role of ideas, knowledge and communities of experts in policy development, one of the central themes of Public Policy theory, is the frame of the contribution that this article attempts to the question of the global transfer of Public Politics. lt is based on the review of cases in three countries, Brazil, Mexico and Argentina, which have implemented policies whose direct antecedent is the global debate on Universal Basic lncome. Using the concepts epistemic communities, boundary work and translation, we investigate how the idea of Universal Basic lncome has been transferred to each country from a global epistemic community, to crystallize in local policy decisions. A public policy transfer model is proposed, that explains how the local products of the process are far from their original idea, in cases where the epistemic communities are both the source and agent of the transfer process.
