Descripción: Puerto Gaitán town in the department of Meta, shows a comp!ex situation in municipal incomes, development projects and wellness conditions far local population, as a result of oil international prices crisis, presented since halfway through 2014, the oil national industry exploration reduction in the lasts years and the entrenchment of sector companies in regions. In this case study, we analyse the territory that is the most important oil producer in Colombia, since befare, during, and after of oil boom, just like possible symptoms of fiscal laziness and Dutch illness, that is normal in sorne mining and oil economies, jointly with community problems, their needs in in matters of development and investments that have been done during the lasts local government periods. Just like that, we make a diagnostic of difficulties that confront the town, with the analysis of municipal development plan and fiscalmedium term time frame, far recommend options far development and general wellness, since rural tourism, taking in consideration population groups like national armed conflict displaced and natives
