- The first normative of the liquor monopoly is Legislative Act 3 of 1910, which modified the Constitution of 1886, a regulation that was maintained in its essence, although with sorne novelties in the Constitution of 1991. Taking into account the normative evolution of the monopoly, we can identify three determining moments for the study of its legal regime, as follows: the regime in force before the 1991 Constitution; the eregime applicable with the approval of the current Political Charter, which offers a special case, since by mandate of the Constitution it is reserved to the law the expedition of the own regime that regulates the organization, control and exploitation of monopolies, and finaly, the own regime defined by law 1816 issued only until 2016, which is the most recent normative advance of the monopoly. The present study includes the analysis of the legal regime in these three moments, evaluating the competences of the assemblies and departments, the forms of exercising the monopoly and income derived from it, among other aspects, taking into account the problems presented in its execution and the impact on the liquor market and departmental.
