Nash and Walras equilibria have been studied from the angle of differential topology, yielding comparable results about existence and topological structure of equilibrium sets. Following a presentation of such results we shall review results on the Nash implementation of Walrasian equilibria. The purpose of the exercise is twofold: to establish a refinement criterion among multiple Walrasian equilibria and to study mechanisms closer to real markets than the Walrasian tâtonnement. Following up on results relating the best-reply dynamics and the natural projection, our conclusion is that some adjustments on the economic model are likely needed for implementation to link the topological structure of Walrasian and that of Nash equilibria.

Predicting future residential water consumption in Phoenix, Arizona given climate changes

Previous studies have shown that residential water consumption in Phoenix, Arizona is significantly related to changes in climate, although that sensitivity varies substantially from one census tract to another. In this investigation, we determine the empirical relationship between water consumption and variations in temperature and precipitation. We find the sensitivity of consumption to either climate variable is positively related to the percent of land covered in mesic irrigated landscaping, mean household income, lot size, and percent of single-family residential lots containing swimming pools.  We use estimated changes in temperature and precipitation for 50 model – scenario combinations presented by the IPCC, and we determined that mean water consumption should increase by an average of over three percent by 2050, but the climate-induced change in consumption varies considerably across the census tracts.

The perceptions of monoligual spanish parents towards their daughters’ learing process of acquiring a second language and their ideas on how we, as a school can help them through this process

This research investigated how monolingual Spanish speaking parents perceived their involvement during their daughters’ second language acquisition process, and what they believed the school should do to help them help their daughters. The researcher contacted 25 parents who live in Bogotá- Colombia and then administrated a questionnaire via email. It was found that: (1) Parents want to raise bilingual children in order to prepare them for the future but, (2) their low proficiency level in the second language is the main barrier to be 100 percent involved during the SLA process (3) Parents believe that in order for their daughters to be successful not only in acquiring a second language, but during their school life, both school and parents need to work as a team (4) Mothers, which according to the findings have the lowest proficiency in the second language, are the ones having to help their daughters at home with homework, and therefore the SLA process, adding an extra stress to their everyday household activities (5). The parents of this study know exactly want they want the school to teach them in order to feel proficient when helping their daughters, for that reason, the school needs to take the necessary steps to motivate, support and guide parents to be involved and effective when it comes to helping their daughters learn. Excerpts in both English and Spanish, are presented throughout the research. At the end, limitations of this research and recommendations for future research are stated.

El origen de la novela en Antioquia

El conflicto y la tradición letrada republicana que en Antioquia no concurrieron sino hasta finales del siglo XIX, permitieron que se diera un debate letrado en el marco del cual la novela sirvió como un arma simbólica propia de esta contradicción. El anverso de este argumento nos dice entonces que ni la sociedad letrada autoreferencial, ni los conflictos son condiciones que tienen per se la capacidad de dar origen a la novela. Como el primer conflicto que se dio dentro de la ciudad letrada republicana fue el de la construcción de la nación no sólo en Antioquia sino en toda Latinoamérica, la novela y nación quedaron asociados en sus orígenes en una relación simbiótica: la nación suponía el conflicto que la novelas reflejaban y las novelas le daban una dimensión a la nación cuando enunciaban las partes que entraban en contradicción. Pero en la Antioquia finisecular, existía además del conflicto propiamente nacional desatado tras el proyecto de la Regeneración que buscaba restarle poder a la región, un conflicto local en el cual los valores y sujetos sociales por cien años vigentes se ponían en cuestión. Y en esta doble contestación la novela inicial definió su carácter: regionalista hacia el exterior y contra hegemónica hacia el interior. Pero el acceso a este debate letrado, en el que Carrasquilla participó por medio de sus novelas y especialmente por medio de Frutos de mi tierra, exigía el seguimiento de unas reglas que iban más allá del hecho de saber leer y escribir. Además del simple alfabetismo exigía demostrar una alineación con el sistema de pensamiento europeo y con las reglas formales del buen decir que los criollos sistematizaron en manuales y códigos, o exigía, al menos, tal como lo hizo nuestro autor, el conocimiento y la capacidad para controvertirlos y poder dialogar con ellos. De todas maneras, y pese a que fue una minoría de antioqueños los que como Carrasquilla pudieron participar en este debate letrado, fueron ellos los que al canalizar sus conflictos en el debate letrado y no en la guerra permitieron hablar de una modernidad potenciada en el marco de la cual tuvo su origen la novela regional.

This thesis considers the most current knowledge of the importance of investing in early childhood education and care (ECEC) programs with a focus on the economic benefits: higher rate of returns to education, higher productivity, lower crime rates, higher government savings and breaking up intergenerational poverty. Although the evidence suggests significant short-term effects in terms of educational benefits (e.g. lower repetition rates and special education), the empirical evidence for the economic benefits is still not as significant as it is desirable for their generalization. Therefore, it shows the need for more reliable information to construct a stronger argument leading governments to decide ipso facto increasing the educational expenditures in early childhood education programs.

Resumen: La principal contribución de la economía a las ciencias sociales es la idea según la cual el mecanismo de libre mercado es capaz de organizar las actividades económicas privadas en un modo favorable para todos los miembros de la sociedad. En este sentido, una completa y satisfactoria teoría sobre el funcionamiento del mercado es el principal desafío para los economistas. Sin embargo, el análisis económico ha restringido la teoría de mercado al estudio del equilibrio general competitivo y sus características, a pesar de la ausencia de una demostración de su estabilidad y de no contar con una tecnología de intercambio que explique la dinámica del mercado. En este sentido, es nuestro propósito presentar una historia sobre la evolución de un modelo dinámico en el cual las transacciones pueden conducir a precios de desequilibrio, y en el que es posible obtener resultados robustos en términos de estabilidad. Dicho modelo, conocido como el ‘Proceso de Hahn’, evolucionó en el periodo comprendido entre 1962 y 1971 con la introducción de un medio de intercambio. Esta evolución, a pesar de su interés para la teoría del mercado, ha sido apenas abordada por los teóricos e historiadores del pensamiento económico. El argumento que desarrollamos muestra cómo, en la versión original del Proceso de Hahn (Hahn y Negishi 1962), hay que admitir la posibilidad de que los agentes sean forzados por el Subastador para que se lleven a cabo las transacciones que garantizan la estabilidad de los intercambios en torno a un equilibrio general competitivo (Veendorp 1969). No obstante, admitir que los intercambios sean forzados, va en contra del principio de interés privado que es base de la teoría del mercado. Siguiendo a Negishi(1982), mostramos que la introducción de medios de intercambio puede resolver tal problema al mismo tiempo que introduce una tecnología de intercambio en el modelo (Arrow and Hahn 1971).Concluimos esta historia con las preguntas y alternativas que surgen de la versión “monetaria” del Proceso de Hahn a la luz de los obstáculos que enfrenta el análisis en desequilibrio. Este ejercicio muestra el interés y la fecundidad de la historia del pensamiento económico como un recurso para la renovación y la la innovación teórica. Abstract: The main contribution of economics to social sciences is the idea that the free market mechanism is capable of organizing private economic activities in a way that is favorable to all members of society. In this sense, a complete and satisfactory theory about the function of the market is the principal challenge for an economist. However, the economic analysis has restricted market theory to the study of the competitive general equilibrium and its characteristics, despite the absence of a demonstration of its stability and despite not having a technology of exchange to explain the market dynamics. In this sense, it is our purpose to present a story about the evolution of a dynamic model in which transactions might lead to disequilibrium prices, and in which it is possible to obtain robust results in terms of stability. The latter model, known as the Hahn Process, evolved in the period between 1962 and 1971 with the introduction of a means of exchange. This evolution, in spite of being of great interest for the market theory, has been approached marginally by theoreticians and historians of economic thought. The argument we develop shows how, in the original version of the Hahn process (Hahn and Negishi 1962), one must admit the possibility of agents being forced by the auctioneer to carry out transactions that guarantee the stability of exchanges towards a competitive general equilibrium (Veendorp 1969). However, to admit that exchanges are forced, breaks down the principle of private interest that is at the very base of market theory. Following Negishi (1982), we show that the introduction of a means of exchange solves the latter problem and simultaneously introduces a transactional technology to the model (Arrow and Hahn 1971). We conclude this story with the questions and alternatives that arise from the “monetary” version of the Hahn Process in light of the obstacles established by the equilibrium analysis. This exercise shows the interest and the fecundity of the history of economic throught as a source of renewal and theoretical innovation.

This research shows the relationship between trade liberalization and food security for the Bolivian case. As a result of the severe economic crisis of the early-1980s, Bolivia adopted a series of market-oriented reforms in 1985. The reforms included the liberalization of the trade regime and the promotion of non-traditional exports. The trade liberalization had an important effect on the performance of cash crops, especially in the development of the soybeans industry. However, food crops did not have such a great dynamics. Vegetables and starchy roots declined in per capita terms and the increase in imports were not enough to compensate the decline. Trade reforms mostly favor a small group of large-scale farmers in the lowlands, who had historically been granted land in the region. In this sense, Bolivia’s involvement in a trade liberalization process has not been reflected in an overall improvement of the country’s food security.

The results of this report indicate how niche product developments for Space Based Solar Power (SBSP) can be easily achieved using present day technology, which markets need to be addressed, which niche configurations to pursue, and which organizations have the needed competencies to proceed. Classical SBSP concepts generally call for large rigid systems to be placed in orbit to collect and transmit several GW of energy down to Earth’s commercial electricity grid, and are still faced with many problems including system complexity, development, and costs. Smaller more specific niche applications of these concepts focus on different markets with lower complexity and barriers to entry while developing technologies and infrastructure needed for the classical SBSP. Technical research was performed in order to identify potential system configurations as well as crucial competencies and technologies needed by the SBSP effort. A pair of unique technical configurations was proposed in an attempt to mitigate standard SBSP challenges such as construction, rigidity, and launch costs. A strategic evaluation tool was created to evaluate all potential system configurations in terms of risk and complexity; ideal configurations were chosen based on anticipated markets and the results from the strategic analysis. Market research was performed in order to understand and valuate the utility of different niche configurations; these included the scientific, remote, green, space to space, and military markets. Very high value segments were observed in each of these market areas with a range of $0.37 to $1.88 USD per kwh for Terrestrial applications, and a range of $380.00 to $1200.00 per kwh for space applications. Exploration of the European Carbon Trading Exchange as a source of revenue is explored due to CO2 offsets. A unique satellite product is proposed and valuated which receives energy directly from an external on orbit source. The value of restoring functionality to damaged satellites is estimated in the millions of dollars.

Good quality of legislation is one of the main concerns of the European Union. Given that the EU system is not a single structure but coexists with the legislative systems of the Member States, there is a need to have a Community legislation system which is adaptable to the particular conditions of its Member States and which contributes to the consolidation of the Internal Market. With the purpose of achieving this goal in a sustainable way, in 2011 the European Commission issued its White Paper on European Governance. It stated the necessity of a better and simpler regulatory system involving the participations of all the relevant actors -central governments, regions, cities and civil society. It also declared that ""to improve the quality of its policies, the Union must first asses whether action is needed and, if it is, whether it should be at Union level. Where Union action is required, it should consider the combination of different policy tools. When legislatin, the Union needs to find ways of speeding up the legislative process. It must find the right mix between imposing a uniform approach when and where it is needed and allowing greater flexibility in the way that rules are implemented on the ground. It must boost confidence in the way expert advice influences policy decisions.
