Naïr afirma que hi ha dues maneres, en general, de parlar sobre Europa: limitant-se a una retòrica «bonista» i afirmant un acte de fe en aquest esperançador projecte europeu, o intentant entendre què passa, per què tenim avui la sensació que alguna cosa s'ha trencat, que els governs europeus estan obstinats més a defensar els seus petits interessos nacionals que a aprofundir el projecte europeu...
