Documento en el que se reproduce una copia del comunicado enviado por el cónsul ingles al Ministro de Gobierno y relaciones exteriores del Perú.
En ella se hace alusión al tratado de amistad que firmó Andrés de Santa Cruz con Gran Bretaña, y que obliga al Perú a cumplir con lo pactado.
Todo lo anterior se da en el marco de la Guerra civil peruana de 1834.

The use of the narratives constructed by country branding for combating terrorism and insurgency
Today we live in a globalized world. In this interconnected world, the competition for wealth among states has become a synonym for market share. To ensure access to international markets, governments have resorted to the corporate marketing tool of branding. Country branding, as it is called, creates a series of narratives using a country’s identity. Such narratives encompass a symbolic system which is molded for the unique purpose of creating and promoting a positive image of the country branded. However, to be successful, this tool requires nationals to behave as ambassadors and embody the narratives presented. Thus, the brand indirectly defines the features that a ‘true national’ must have.It is argued that by placing nationals in a position where their membership in the community of the nation is evaluated, country branding can become an alternative method for countering the rhetoric used by terrorist and insurgents for achieving support. The analysis is conducted using constructivism as theoretical background, and the Colombian brand ‘Colombia es Pasión’ as study case. The conclusion achieved is that there are some theoretical and empirical elements that suggest that country branding could be used for counter-terrorism and counter-insurgency, yet further research is encouraged.

The UN declaration on the rights of indigenous peoples: frame analysis of the contentious views
This article attempts to analyze the discourse underlying the United Nations Declaration on the Rights of Indigenous Peoples and the confronting voices of the four countries that voted against this instrument. Through a frame analysis, the conception of (human) rights, development, well-being, lands, and the very notion of nation-state will be presented with regard to the two opposing views.Frames change throughout time; they are dynamic. Thus, what appears to be not negotiable today can be debated in the future. The very fact that indigenous peoples are regarded as an important actor in the international fora is something which was not thought some decades ago.The recognition of different ways of being developed is gaining interest. This article explores the pros and cons of this political struggle. To determine which position is the most convincing would depend on the reader’s background, values, and interests.

The following document seeks to elaborate a framework analysis to the practices of Evaluation of Programmes of the National Planning Department of Colombia (DNP) which have been framed in external models and thus, are not entirely accurate for measuring different views of development.This essay will be based on the theory of social change and the assumption that to be developed does not necessarily mean the same thing for a number of distinct stakeholders.Firstly, a background of the Colombian context and the DNP mandate will be presented. Secondly, this essay will show the Evaluation practices and values of the DNP under certain theoretical framework. Thirdly, it will be presented how these practices have addressed concrete impact evaluations without structural impacts. Finally, this document will explain what we can learn from this case.
