This research develops the "analysis of the implementation of the integral migration policy - PIM Conpes 3603 of 2009 in the matter of returned migrants in Colombia" and has as a guiding approach the qualitative analysis that seeks to focus on the quality of the implementation of the Policy by Part. Of the competent institution for the effects experienced by migrants returned in the country during the years 2010, 2011, 2012, 2013 and 2014.
In order to develop this study, the phases that a public policy contemplated, such as: a) ldentification of the problem, b) Formulation of solutions, e) Decision making, d) Implementation and e) Evaluation were considered. However, the central analysis of the research focuses on the Implementation phase, where the different public policy tools related to the subject were studied and, in this way, possible improvement actions were identified that mitigate and diminish the negative effects experienced in the Return migrants and strengthen human capital in the region.
