Grassroots Places in Informal Communities in Medellin-Colombia, a Place-based Model

Following a catastrophic landslide in 1987, Colombia’s informal community Villatina (Medellin) has undergone severe changes, in which inhabitants have reshaped its built-environment through ‘bottom-up’ processes of reconstruction. This has led to the creation of several grassroots places that have formed the urban spaces centred within the community. However, the introduction of a new ‘top-down’ model of development (social urbanism) applied in urban slums by the local government, has halted community actions and the development of future grassroots places. In an initial study with local leaders and community members, self-assessed surveys, focus groups and interviews were used to identify and categorize, six ‘bottom-up’ places derived from grassroots actions and six ‘top-down’ developments driven by governmental interventions, which were characterised by their general levels of importance in the community. To understand the differences in place attachment and social experience between ‘bottom-up’ and ‘top-down’ places, a questionnaire featuring several items relating to these aspects were distributed to 150 members of the community. Evaluations for each item were repeated for each of the two place categories and statistical analysis was performed using a variant model of the principal component analysis (e.g., the repertory-grid technique). When comparing the results for places derived from ‘bottom-up’ and ‘top-down’ developments, it was found that, the underlying factors identified in grassroots places were strongly aligned with territory protection, community action and place attachment, which were absent for government places. This suggests that, ‘top-down’ developments may need to review the interventions used in urban slums to avoid disrupting grassroots actions.

Ecological and Social Drivers of Coffee Pollination in Santander, Colombia

Bees and other insects provide pollination services that are key to determining the fruit set on coffee plantations. These pollination services are influenced by local ecology as well as human factors, both social and economic. To better understand these different factors, we assessed their effect on pollinators and coffee pollination services in Santander, Colombia. We quantified the effect of key ecological drivers on pollinator community composition, such as the method of farm management (either conventional or organic) and the surrounding landscape composition, specifically the proximity to forest. We found that ambient levels of pollination services provided by the local pollinator fauna (open pollination) accounted for a 10.5 ± 2.0% increase in final coffee fruit set, and that the various pollinators are affected differently by the differing factors. For example, our findings indicate that conventional farm management, using synthetic inputs, can promote pollinators, especially if they are in close proximity to natural forest fragments. This is particularly true for stingless bees. Honeybee visitation to coffee is also positively influenced by the conventional management of farms. Factors associated with greater numbers of stingless bees on farms include greater shade cover, lower tree densities, smaller numbers and types of trees in bloom, and younger coffee plantations. A forested landscape close to farms appears to enhance these factors, giving increased stability and resilience to the pollinating bees and insects. However we found that organic farms also support diverse pollinator communities, even if distant from forest fragments.

Nature and interpretation of the rule prohibiting parties from raising subject matters that could and should have been brought in earlier proceedings and its application in international commercial arbitration

In common law jurisdictions, there is a preclusion rule, alien to most civil law countries, that prevents a party from raising subject matters that could and should have been brought in earlier proceedings. In certain common law jurisdictions, the rule is seen as part of the res judicata doctrine. Other common law jurisdictions classify this rule as part of the abuse of process doctrine. This rule aims at preventing multiplicity of processes, which may lead to contradictory decisions. By avoiding multiplicity of proceedings, the rule furthers the parties' interests in a definitive solution to their dispute and it also contributes to efficient and reliable justice administration. The question is therefore, whether the rule should apply in international commercial arbitration. Should the rule apply in international commercial arbitration it must be adapted to the particularities of the field. Because arbitration differs from litigation, the rule cannot be simply extrapolated from one field to the other. In order to facilitate the application of the rule in the international comercial arbitration arena, an international standard guiding the application of the rule would be beneficial.

From Manufacturer to Coder: How is the United States preparing its workforce for the professions of the Future?

A well-known study by Oxford professors estimates that in one or two decades, half of the number of U.S. jobs will become automated. The projections for job computerization have moved beyond production occupations and have entered service and other non-routine jobs that required cognitive tasks. Some have even claimed that, in the future, Artificial Intelligence (AI) will do everything better than humans. With this prospect for the U.S., the audience has turned to the education sector to inquire how it is preparing its workforce for the jobs that students will hold in the future. This is a difficult task, when it is uncertain what professions, jobs, or even skills will be needed. Although projections changed in terms of what skills will be necessary for the future, it seems that digital literacy will become more important, that teachers want to be trained in it, and that it will improve business. This motivates the question of what are public and private initiatives doing to embed digital literacy in schools and training programs. Although the push for apprenticeships of the current administration might seem troublesome for preparing its labor force for the future—if these are mostly in the manufacturing sector—another public-sector initiative, the 2016 National Education Technology Plan, has yielded positive results in digitalizing more classrooms and teaching, having students become comfortable with the use of technology. Furthermore, there is a predicted rise in private sector education-technology investment, which will give more opportunities for students to develop digital literacy.

Nursing Outcomes for the Evaluation of Patients During Smoking Cessation

OBJECTIVES: To select outcomes of the Nursing Outcomes Classification (NOC) and develop operational definitions for their indicators in order to evaluate patients during smoking cessation. METHODS: A consensus study among experts, involving eight nurses. A 100% consensus was required to select the outcomes. Operational definitions were developed based on the literature. RESULTS: Two outcomes were selected, Smoking Cessation Behavior (1625)-with nine indicators, and Substance Withdrawal Severity (2108)-with 11 indicators, for which we developed operational definitions. CONCLUSIONS: Consensus allowed the selection of NOC outcomes and indicators, which will allow us to evaluate patients during smoking cessation using a standardized classification. IMPLICATIONS FOR NURSING PRACTICE: A standardized classification provides a more qualified evaluation of patients during smoking cessation.

Cliometrics: A Market Account of a Scientific Community (1957-2006)

This paper aims at assessing the main contributions of cliometrics toward the global and disciplinary integration of social sciences. Through an analogy of a pseudo-market of knowledge it develops an analysis of pressures and responses that cliometricians have faced insofar as an enterprise whose goal is to provide answers to certain questions that society asks. Based on a general appraisal of cliometric-like products, it is found that this U.S. scientific community revolutionized the practice of economic history and gained terrain before the competing traditional history. Subsequently, cliometricians spread their innovations internationally but got through internal divisions which ultimately have enriched their practices and prompted them to cooperate with other scientific communities.

Even though Colombia has made significant procurement reforms in recent years in order to address corruption on infrastructure projects, corruption in procurement contracts continues. Likewise, several other Latin American countries have dealt with corruption scandals that seem to operate in a manner similar to Colombia. Colombia needs a strong procurement legal framework that addresses the efficiency and transparency of contractual management that leverages the substantial investments that are being made in Colombia. Without reforms or a deep debate, its government public procurement system will be debilitated. This will, in turn, prevent efficient allocation of resources, lack of transparency and lack of fair competition. Further, it will “lower provision of public goods (which hurts the poor disproportionately), misallocation of talent and capital through distorted incentives, higher levels of distrust in society and lower legitimacy of government, higher economic uncertainty, and lower private and foreign investment.” This paper evaluates some specific provisions from the reforms that took place or are taken place on the legal procurement frameworks of neighboring Latin American countries (Brazil, Ecuador, Panama and Peru), to formulate legal and institutional reforms for Colombia´s legal framework.

Predominant instrument recognition in ensemble recordings remains a challenging task, particularly if closely-related instruments such as alto and tenor saxophone need to be distinguished. In this paper, we build upon a recently-proposed instrument recognition algorithm based on a hybrid deep neural network: a combination of convolutional and fully connected layers for learning characteristic spectral-temporal patterns. We systematically evaluate harmonic/percussive and solo/accompaniment source separation algorithms as pre-processing steps to reduce the overlap among multiple instruments prior to the instrument recognition step. For the particular use-case of solo instrument recognition in jazz ensemble recordings, we further apply transfer learning techniques to fine-tune a previously trained instrument recognition model for classifying six jazz solo instruments. Our results indicate that both source separation as pre-processing step as well as transfer learning clearly improve recognition performance, especially for smaller subsets of highly similar instruments. El reconocimiento de instrumentos musicales predominantes en piezas musicales de ensamble continúa siendo un desafío, particularmente con instrumentos altamente relacionados como saxofones soprano, tenor y alto. En este artículo, construimos a partir de un algorítmo de reconocimiento de instrumentos recientemente propuesto, el cual está basado en una red neuronal profunda: una combinación de capas convolucionales y completamente conectadas para el aprendizaje de patrones característicos espectro-temporales. Evaluamos sistemáticamente el uso de separación sonora armónica/percusiva y solo/acompañamiento como pasos de preprocesamiento para reducir el sobrelapamiento de instrumentos previo al paso de reconocimiento de instrumentos. Para el caso de uso de reconocimiento de instrumentos solistas en grabaciones en bloque de jazz, aplicamos técnicas de transferencia de aprendizaje para afinar un modelo de reconocimiento de instrumentos previamente entrenado para clasificar seis instrumentos solistas. Nuestros resultados indican que tanto el paso de preprocesamiento de separación sonora, como el uso de transferencia de aprendizaje mejoran significativamente el desempeño de la clasificación, especialmente para pequeños conjuntos de instrumentos altamente similares.

Tree planting and natural regeneration are the main approaches to achieve global forest restoration targets, affecting multiple hydrological processes, such as infiltration of rainfall. Our understanding of the effect of land use history and vegetation on the recovery of water infiltration and soil attributes in both restoration strategies is limited. Therefore, we investigated the recovery of top-soil saturated soil hydraulic conductivity (Ks), soil physical and hydraulic properties in five land use types: (i) a secondary old-growth forest; (ii) a forest established through assisted passive restoration 11 years ago; (iii) an actively restored forest, with a more intensive land use history and 11 years of age; (iv) a pasture with low-intensity use; and (v) a pasture with high-intensity use, in the Brazilian Atlantic Forest. For these land use types, we determined the historical land use patterns and conducted soil sampling, using the Beerkan method to determine Ks values in the field. We also measured tree basal area, canopy cover, vegetation height, tree density and species richness in forest covers. The Ks decreased when land use was more intense prior to forest restoration actions. Our results indicate that land use legacy is a crucial factor to explain the current difference in soil and vegetation attributes among study sites.

Are Controls Effective in Curbing Private Capital Flows in Colombia? A Time Series Analysis/ ¿Son los controles efectivos en frenar el flujo de capitales privados en Colombia? Un análisis de series de tiempo

In view of the surge in short-term private capital flows to Colombia and other emerging markets in recent years, housing-price and stock market bubbles have emerged; therefore, the study of the relative effectiveness of controls on private capital flows is a timely and important topic to undertake. Did the nonremunerated reserve requirement imposed on private capital inflows in Colombia decrease the total stock of flows? Following the empirical work of Cárdenas and Steiner (2000), this study modifies their work by adding a second period of controls for Colombia, as well as undertaking a unit root and vector error cointegration analysis. The study finds that controls were not capable of decreasing the total amount of private capital inflows in the short-run, but they were able to do so in the long run. These findings demonstrate that, in the case of Colombia, the careful and nuanced use of controls can (and should) be used by policymakers as an important instrument to prevent volatility in the real exchange rate in a world of increasing financial integration.
