The document offers an academic look at the opportunity that regions of use and appropriation of ínformatíon technologies (ICT) have as a form of interaction wíth the central level. lt focuses on two educational institutions in San José del Guaviare, which because of their mission and activity are end users of the services provided by the Departmental Secretariat of Education (SED) through its website. to approximate an objective diagnosis of effectiveness of the Digital Government policy in that region, especially in a diverse community due to its economic, social, ethnic and geographical conditions, which includes indigenous, settlers, displaced persons, and Afro-descendants. Far the development of the research, normative documents of the Digital Government public policy (Decree 1008 of June 14, 2018), the national connectivity agenda and the technological development that San José del Guaviare has reached were reviewed. In conclusion, it is highlighted that the digital divide is large, connectivity and access to ICTs is greater in the urban area. In the rural part there is little opportunity for connection. Lack of modernization of the technology sector and increase connectivity and there is no implementation of Digital Government policy.
